Do you want to be the leader of a peaceful republic or a warring communist industrial machine is completely up to you - you choose your government and guide your population to wealth and prosperity. You must decide what to produce, to concentrate on food, oil, military units or technology production.
Building a powerful military force will take a lot of money, so you have to take care of economy as well. You cannot afford to look weak in the eyes of potential opponents, so sacrificing safety to save a few bucks can result in deadly consequences. You will need allies who help defend your country so you can maintain the lands of your empires. You can also formulate trading treaties in order to trade with other empires or to send them much needed resources when they are in trouble.
